The Rhode Island Department of Transportation's Newport Pell Bridge Approaches project realigned the ramps that carry traffic off the Claiborne Pell Bridge into Newport, removing the elevated 'road to nowhere', building a new ramp and upgrading the bridges that stay. J.H. Lynch & Sons was the general contractor for Phase 2, and Atlantic Bridge & Engineering was the bridge steel subcontractor. On ramp bridges 903, 904 and 907, ABE prepared the temporary-support and jacking procedures, reviewed by the project's designer before each lift, and jacked each structure, bridge 907 in three phases, to remove 41 existing bearings and install their replacements: 34 laminated elastomeric bearings and seven sliding expansion bearings.

ABE also installed five new diaphragms at bridge 903, furnished and installed structural steel repairs, and furnished and installed 30 fatigue-retrofit assemblies across bridges 903 and 904. The work beside the Newport Secondary rail corridor ran under a Federal Railroad Administration contractor compliance plan. Phase 2 broke ground in July 2021 and was complete at the end of 2024; New England Construction's completion coverage named Atlantic Bridge among the project's key subcontractors.
